Reading dense policy alone rarely changes behavior. We moved those passages into facilitated breakouts where each clause must attach to a Jira column, a definition-of-ready bullet, or an explicit exception log entry.

Facilitators cold-call participants to defend their mapping choices, which surfaces disagreements early. Policy owners hear how engineers interpret verbs like "reasonable" or "timely" without waiting for an audit finding.

We cap each breakout at twenty minutes to avoid fatigue, then synthesize on a shared board. The board becomes the artifact leadership can screenshot for internal records—still informal, but far more actionable than silent reading.

Limitations remain: we do not rewrite your policies or negotiate obligations with counterparties.
